Abstract: The petrifying sway of the pandemic, COVID-19, has shaken the world and has grown in such a way that it is far more than a health crisis. It is disturbing societies and nations in principal. The impact of the epidemic will vary from sector to sector and region to region. Like other segment, this has pretentious the educational systems also universally. Abstract: The purpose of this study is toappraise IPSAS as an accounting reform and it's implementing challenges in Yobe State, Nigeria. The key idea to this study was the slow implementation of the accrual aspect of the standard (IPSAS). Data were gathered through primary sources. Primary data were collected through the use of structured questionnaires. Respondents were targeted from relevant Ministries, Department and Agencies (MDAs) that are saddled with the responsibility of ensuring the implementation of the standard (IPSAS). Purposive and snowball sampling were used for selecting the sample size. Inferential and descriptive statistics were employed to analyze the data collected through the use of Kendall's tau and multiple regression. The study used Agency theory as a guide.
