Abstract: Two decades after signing the Abuja declaration, the government of Kenya is yet to allocate 15% of its national budget to the health sector. Subsequently, health sector financing in the Country is not commensurate to the disease burden. Health service delivery is devolved to the 47 County Governments of Kenya. Siaya County is one of these with a high disease burden and increasing prevalence of Non-Communicable Diseases. There is very limited information on the health sector resource allocation trends since no study has been done to establish the same. This study therefore set out to establish resource allocation trends and examine the possible consequences of the same to health service delivery in Siaya County.......
