Abstract: Background: Tracking the efficacy and efficiency of data to enhance the delivery of healthcare services requires high-quality data from health management information systems (HMIS). Evidence, however, indicates that HMIS data in many resource-constrained contexts currently does not satisfy WHO criteria and is not used for program choices in DRC, particularly at lower levels of the health care system, and therefore remains a significant obstacle.
