Abstract: This study examined the influence of staff capacity-building initiatives on health service delivery in Kaliro District Local Government, Uganda. Guided by Human Capital Theory, the study analyzed how staff workshops, mentorship, and job rotation affect health service delivery outcomes, conceptualized through quality, accessibility, and efficiency indicators.
