Title | : | A Study on the Environmental Approach to Digital Risk Response Policy |
Country | : | Korea |
Authors | : | Ji-Yeon Yoo |
: | 10.9790/0837-2402092731 |
Abstract: Since these risks are not limited to the information technology and online environments, such as information systems and information networks, we must consider ways to approach and protect the ultimate problems, not just the system, but the problem of human survival, privacy, and happiness. In other words, we consider the environmental approach as a way to prevent multidimensional risk in the hyper digital risk society and to protect human fundamental rights. Environmental rights are the most modern solution to protect people from external factors and guarantee their rights..

Abstract: African philosophy, from its very inception till now, has been grappling with rationality debate. The questioning of Eurocentric discourse and sifting out an inherent contradiction in their arguments. Falsifying wrong perceptions about Africans is not wrong by itself, but too much excessive reliance and explication of western discourses helps at best Europeans than Africans. This article is an attempt toward challenging this philosophical orientation. It argues that dealing with deconstructive mindset is part of doing philosophy; rather than doing philosophy. African philosophy, to live up to its name, must reconstruct itself with African cultures. The paper stresses that philosophy is culturally bounded, and thus, the edifice of African philosophy is impossible without African world view. It concluded by saying that intra-dialogue among Africans leads toward rational intercultural dialogue........

Abstract: It is a stylized fact in economics that natural resources are harmful for economic development. Still, one can find several examples of natural-resource based development. This apparent paradox reflects an unsatisfactory conceptualization of natural resources. This paper suggests a new evolutionary-institutional approach to studying natural resources and their role in economic development with focus on learning and linkage dynamics. The paper reviews the literature with a focus on the underlying perception of natural resources as the key for understanding its shortcomings. Most approaches perceive natural resources as finite and exogenous to the economic system. These assumptions constitute the pillars of the law of diminishing returns which inter alia states that natural resources cannot lead development. Others argue that natural resources are endogenous to the economy and can develop important dynamic linkages. The paper elaborates on the latter and suggests that in order to understand the role of natural resources in economic development, they must be understood as dynamic, and as being subject to processes of natural resource creation, extension and obsolescing that are characterised by learning and capability building
