Abstract: The promotion of civil servant is one of the human resources management in the local government. This study focuses on the factors that determine the promotion position of civil servant especially in the Education Department in South Sulawesi. This study used a qualitative method with a case study approach. The focus of the study was the procedure for placing a person in the Administrator's Position. The stages used are theme election, topics and cases, formulation of research focus and problems, data collection, triangulation, and conclusion withdrawal techniques. Moreover, the research subjects were nine people who were officials at various levels in the study location. The results showed that four factors determine the promotion of human resources.
