Abstract: The role played by an independent board in public health service delivery cannot be underestimated. Despite the 4th agenda of the Constitution outlining clearly the aspects of health which the County Governments are expected to undertake including provision of primary healthcare, Counties across Kenya have failed in delivery of service in the sector of health due to deprived governance structure.
