Abstract: Background: Tanzania has been undertaking various efforts to establish the universal health coverage by ensuring all Tanzanians are insured by the National Health Insurance Fund. In 2009, NHIF designed students' health scheme for providing health-care services specifically to students through payment of annual membership fees. However, for more than 10 years, the annual enrolment of students has been low at 35%.
