Abstract: This study examines the fiscal reforms undertaken in Odisha from the 11th Finance Commission onwards, focusing on the impact of Finance Commission recommendations on the state’s fiscal management. The analysis highlights efforts of the state to address fiscal challenges through the adoption of measures such as the Fiscal Responsibility and Budget Management (FRBM) Act, tax reforms, expenditure rationalization etc. Key fiscal indicators, including revenue and fiscal deficits, debt-to-GSDP ratio and developmental expenditure as a percentage of GSDP are analyzed to evaluate the state’s fiscal performance......
