Abstract: In the Indonesian constitutional system, the President is given the authority to issue regulations in extraordinary circumstances called Government Regulations in Lieu of Laws (Perpu). However, the limits of this authority are quite abstract so that the phrase "a matter of compelling urgency" in the Indonesian constitution has become moot. This paper aims to analyze the basic meaning of the phrase "a matter of compelling urgency" in the Indonesian Constitution, and whether the Perpu is a regulation issued by the President as Head of State or Head of Government. The method used is normative-juridical research which is analyzed qualitatively. The results of this study indicate that the phrase "matters of compelling urgency" in the Constitutional Court Decision does not specifically explain the meaning of coercive circumstances. In addition, the establishment of a Perpu in the Indonesian constitutional system mixes the authority of the President as head of state and head of government..
